Former European Commissioner Dacian Ciolos was heard today at the Prosecutor General, charged with office abuse. Cioloş had to explain why, when he was Minister of Agriculture, the Ministry constituted itself as a civil party in the Telepathy case, without the consent of the legal department on the one hand and, on the other hand, without the Ministry of Agriculture having any connection with the Institute of Food Research privatization. The alleged damages could have been claimed by the Ministry of Finance. Ciolos was heard for the first today, although the prosecution in this case started a year ago.
The Prosecutor General began last year the prosecution for abuse of office on the name of Dacian Cioloş after the former director of the Administration of State Domains, Jean-Catalin Sandu, filed a complaint against the Minister of Agriculture during October 2007 - December 2009.

The complaint was filed on March 20, 2014. Dacian Cioloş has to explain why he accepted the DNA request to have the Ministry of Agriculture constituted as a civil party in the Telepathy case, without the opinion of the Director of the Legal Department and without the ministry’s financial director having previously calculated the amount of the alleged damages claim.
According to the complaint filed by Jean Catalin Sandu, the ministry headed by Dacian Ciolos was required to obtain, on the one hand, the agreement of the Legal Department of the Ministry, to ascertain whether the Ministry of Agriculture can be a civil party in question, and on the other hand, the opinion of the Economic Department, which must give its opinion after having first calculated the alleged damages and register the claim it in the accounts of the ministry.

Catalin Sandu was called in 2014 to give statement as an injured party, and the former Director of Privatization - Concession of ADS, Vlad Săvulescu gave a witness statement, also in 2014.
The decision of Ciolos gave pretext to the DNA prosecutors to claim that the Ministry of Agriculture has been damaged, although the money from the privatization of ICA did not go at this institution, but the Ministry of Finance. Ciolos was accused of having become Commissioner in 2009 following a barter with Basescu. The President offered to nominate him for the appointment as commissioner, in exchange for having the Ministry of Agriculture led at the time by Cioloş become a civil party in the Telepathy case file.
