Many state institutions carry on their activities in death-trap buildings. There are theatre-buildings of high seismic hazard, cityhallls so dillapidated that they started to crumble and show rooms that haven't seen renovations for dozens of years. It's not easy to find an explanation for it. Moreover as the boss is on holiday and the only building manager is the cleaning lady. The following footage was taken with a hidden camera.
