Medical students who benefit from scholarships might be forced to work in Romania! In an effort to stem the Romanian doctors' exodus, Health Minister Nicolae Bănicioiu yesterday came up with the proposal that scholars should sign a contract pledging not to leave Romania before graduating from their residency program. Bănicioiu said the Cabinet was devising a plan, not for merit scholars but for students who were awarded government scholarships. The Minister pointed out, however, that such a measure must not violate the European directive on the right to freedom of movement.
