The head of the National Integrity Agency, Horia Georgescu, has been detained by the DNA prosecutors for three offenses of office abuse with serious consequences, if the civil servant has obtained undue benefits for him or for others for crimes committed while holding the capacity of member in the Central Commission for the Calculation of Compensations within the ANRP, the damage in this case file amounting to 75 million euros.

According to a press release sent on Monday by DNA to AGERPRES, he will appear Tuesday before the High Court of Cassation and Justice with the proposal of preventive arrest for 30 days.
DNA states that in January 2015, the Government of Romania – the National Authority for Property Restitution notified the National Anticorruption Directorate about the fact that from 2008 to 2009, real estate evaluation reports which have been granted compensations for under Law 247/2005 did not meet the requirements of the International Valuation Standards on the market value of buildings.
"Specifically, during that period, the Central Commission for the Compensation of the National Authority for Property Restitution, of which the defendant Horia Georgescu was part of , approved the valuation reports prepared by the assessors, corresponding to a total of 3 cases, disregarding the international valuation standards and the provisions of Law no. 247/2005 on the reform of property and justice, as well as some additional measures, the buildings for which compensations were requested had been overstated.
The total value of the buildings that have been assessed subject to compensations amounted, according to the expert assessors to EUR 129,709,168 (467,448,907 lei) " DNA shows.
Prosecutors found that the analysis of the valuation reports for the 3 cases showed that the designated assessors did not hold a correspondence with banks, notaries, land registry offices, real estate agencies etc. about the transactions already made / quarrel with similar properties.
"In the two cases the appointed assessors used within a direct comparison method, 'comparable' consisting of sale announcement, ads published in newspapers or online without correspondence with the holders of information on certain transactions of real estate properties that would have constituted an objective criterion likely to determine the real price of the real estate market.
In conclusion, the Central Compensation Commission issued for the 3 cases compensations based on the valuation reports that have not complied with the requirements of the International Valuation Standards on the market value of the real estate art. 10.
Articles 6 and 7 of Law 247/2005 on property and justice reform, as well as some additional measures, by overstating the real estate value with the total amount of about 75 million euros, the state budged has been damaged while obtaining undue compensation by holders and assignment of compensation, "the investigators say.
Criminal prosecution is being conducted in the case.
