Labour Minister Rovana Plumb explained in a debate conducted by Intact Media Group, at the Parliament Palace, that one of the financing sources for the portfolio she managed came from the European funds.
Plumb explained that she was convinced that the use of European cohesion funds would help Romania a lot and stressed the importance of youth in the increasing employment rate.
"In terms of the priorities the Government has regarding the labor market, they are related to increasing youth employment and the overall employment growth on the labor market in Romania.
Plumb elaborated on the key coordinates of the most recent operational program of the ministry she leads, "Human capital".
"The most recent operational program that we launched," Human Capital ", is addressed to all. In terms of the program dimension, it is by 24% larger than the Operational Program for Human Resources Development , it is by 24% higher regarding the allocated funds, reaching 5 billion euros, of which 4.36 are non-refundable and consequently becomes, the largest employer in Romania over the next few years. "
"There is a very important social component, because it is addressed to all groups - young, unemployed, entrepreneurs, civil society, people with disabilities, children, through that amount of 20% of the program, especially for special inclusion and combating poverty. As novelty of the program for this new programming period, up to 2020, we have clearly set up a monitoring system so as to make a difference between what POSDRU meant and what "Human Capital" will mean. On each investment package we aim to track not only how many people followed a training course, but how many people will be employed. "
Finally, the Minister explained that the program comes with several new features.
"As regards the labor market, for this program, we set clear targets so that we have a target of employment, not just training and training. Moreover, it is the first time we have had integrated package of measures for young people and we aim not only to use global grant schemes for entrepreneurship and have new financial instruments, so as to support, through micro-credit and guarantees, entrepreneurship and I think all these new elements will help, by the implementing of this operational program, achieve the objectives set for 2020. "
