A Council of Europe report presented in 2006 confirmed the existence of a secret CIA prison in Romania, in the Central Intelligence Agency program of "extraordinary renditions" regarding terrorism suspects.
In December 2011, Amnesty International has urged Romania to reopen the investigation into the CIA detention centers after international media revealed that the prison was in Bucharest.
In October 2013 the European Parliament adopted a resolution urging the Romanian authorities to rapidly trigger an investigation "independent, impartial, thorough and efficient" on Romania's involvement in CIA prisons program.
