The Prime Minister’s Control Body released its investigation report about the fire in the Collective Club from Bucharest. The report shows that the emergency intervention following the tragedy was an uncoordinated action with improvisation elements on the authorities’ part.

"Emergency intervention in the fire at the Collective club in Bucharest on the evening of October 30, 2015 was largely an uncoordinated action with elements of improvisation by the authorities, aspect mainly caused by the lack of exercise in the event of major emergencies, inconsistencies in legislation, deficiency in equipment endowment, " the document reports.

Moreover, according to the report, the Inspectorate for Emergency Situations (ISU) has not complied with procedures.

The 70-page document speaks about ISU shortcomings and hospital infections that caused the death of many young people injured in the club.

Also, Romania did not activate the Civil Protection Mechanism, the report shows .

Related to the red plan of action, it was not immediately activated, but after several steps, and after 18 minutes following the emergency call to 112, more precisely at 22.50, due to "bureaucratic stages."

"Although at least one of the incoming calls contained elements showing that a very serious situation occurred, the Red Plan for Intervention was not triggered immediately but only after going through stages set out in legislation, which can be described as bureaucratic, whereas the same legislation allows quicker intervention mechanisms for other emergencies (disasters aviation or rail etc).
 

Thus, the Red Plan for Intervention was triggered at 10:50 p.m., 18 (eighteen) minutes after the first call to the single emergency number and seven (7) minutes from the time of receiving information from the crews on the intervention site "reads the report .

However, the red code was triggered by the prefect and the police did not know about it.

"The mode of action of institutions involved in intervention on the evening of 30/10/2015 is considered as one below average, the report noting that there are institutions that have done their duty properly and others that showed deficiencies, as follows: The Prefect Institution, the Special Telecommunications Service, the General Directorate of Bucharest Police, General Directorate of Gendarmerie of Bucharest, Bucharest-Ilfov Ambulance Service, SMURD "reads the end of the report.

Specifically, there were "deficiencies" in the Inspectorate for Emergency Situations " Dealul Spirea " Bucharest - Ilfov, at the Department for Emergencies, the Department of Public Health in Bucharest and in the hospitals where the victims were hospitalized.


 

Following the fire on 30 October 2015, 64 people died, 27 of them died during the fire, 24 died in hospitals in the country and 12 from the wounded transferred abroad.
