CSM admits that the judges who were appointed to consider the ICA case file were not randomly assigned, as the law provides.

The CSM explains that, in exceptional circumstances, judges can be elected by the heads of the Court of Appeal.

However, journalists from the World of Justice have published a number of documents showing that the file was directed to certain judges.

According to these documents, judges Camelia Bogdan and Alexandru Mihai Mihalcea were appointed as judges in the ICA case file on 26 June under the circumstances were they had been promoted by the CSM to the Court of Appeal only as of July 1.

Moreover, both worked at the Bucharest Court until 30 June, the day in which Camelia Bogdan entered the courtroom, while her colleague served as a replacement judge.
