Investigations at the top of the Justice department reveal a money making machine worth hundreds of millions of euros. There are many involved in this network starting with controversial businessmen, lawyers, top magistrates and political leaders. From the French branch of the trio Udrea-Bica-Topoliceanu in Paris to the young and rich businessman Stelian Gheorghe. Controversial people linked in a retrocessions network, exclusively revealed in the Observatory show.

Elena Udrea, Alina Bica and  Ana Maria Topoliceanu. Valentine's Day in Paris. Three friends at a luxury shopping session.

Last month, when photographs showed up in the press, the former presidential candidate Romania jumped like  burned.

"I have a friendship relationship with the two and we used to often go to the movies or the theater together. I cannot see why we should be followed  all the way up to  Paris", Udrea said then.

In reality, they are more than three friends relaxing  together. Because around them seems to weave a network of several million.

Alina Bica is DIOCT head and her position there is allegedly due according to political sources, to her relationship with Elena Udrea.

She was detained by  the DNA prosecutors because three years ago, when she was a member of the  ANRP Compensation Committee, she  allegedly put in   George Stelian’s pocket nearly 90 million. A triple amount compared to what he should have been due from the land restitution of Plumbuita.

In fact, George Stelian alias STELU  is the character revolving  around  the three friends shopping. The discreet but controversial businessman made an impressive fortune from his  litigation rights business. At only 38 years old.

The third friend from Paris, Ana-Maria Topoliceanu, was STELU’s lawyer.

Of course, in another business deal, just as shady. And revealed exclusively by the OBSERVATORY: the restitution of the  Tonolla property to heirs. The businessman bought the litigious rights of several land plots for a small fee.

"Well, I hardly got any money. (....) I only  took about 100 thousand euros," Bogdan Tonolla said then, Maximilian Tonolla’s  heir.

With documents in hand, he  got several  land plots in Bucharest, sold  for tens of millions of euros. One of the legally obtained land plots, twelve thousand square meters, was under the  Globus Circus. Gheorghe Stelian asked the City  Hall a small fortune for this land. His boldness angered the local councilors.

Ana Maria Topoliceanu is out of the country and could not give us an opinion.

STELU Gheorghe did  not act alone in the  Tonolla business, but with another  real estate shark, Alexandru Faur. The one who  took over the  3 million credit from  Elena Udrea.

The involvement of  Elena Udrea, the friend of  Alina Bica and  Anei Maria Topoliceanu, in the business of the litigious rights does not end here.

The same businessman George Stelian, involved  in Alina Bica’s case and close associate of the former couple Cocos-Udrea. He sold the  two  900 sqm land in the Floreasca district where a  building with four floors was built.

The head of the  PMP party paid almost one million euros for the land in  Chopin street. The day after the controversial businessman had come into its possession. He bought the litigation rights with only 10 thousand euros from an ... old woman.

Contacted by the Observatory reporters Mr. Stelu  confessed nonchalantly that he was only  a pawn in the business.

The same  Gheorghe Stelian grabbed a few years ago a huge villa from  RAAPPS at an undervalued price: € 5 million !!!! A business the Observer show  revealed!
