The case file of the former head of DIOCT, Alina Bica, was indicted Monday. The announcement came from the High Court of Cassation and Justice (HCCJ) which stated that the Alina Bica’s case got to  DNA and it was registered.

Therefore, Alina  Bica was indicted  and she will have to appear before the judges there to try to build her defense.
DNA completed the file in  about a month since  they arrested  Alina Bica, although it is a complex issue.



But there is another part of the file to DNA, specifically the  disjunctions against several politicians and businessmen, including Elena Udrea.

Some of the famous compensation payments from ANRP, investigated in the case of the  former Head of DIOCT, Alina Bica, entered in the accounts of the  Cocos family, including Elena Udrea and Alin Cocos,  a document released by the DNA prosecutors reads.

In this case, the former head of DIOCT Alina Bica was remanded in custody on November 22, by a decision taken by the Supreme Court. Bica is accused of abuse of office in relation to compensation payments approved in 2011 to  George Stelian for  a land of 13 hectares in the area Plumbuita overvalued by 61 million. The  DIOCT head  was then Secretary of State in the Ministry of Justice and member of the ANRP committee which approved the compensation payments.

The same preventive measure has been taken for   Lăcrămioara Alexandru, Dragos Bogdan, former vice president of ANAF, who were also members in the committee that awarded the compensation payments, and the one who valuated the land, Emil Nuţiu assessor. All three are accused of abuse of office.



Businessman George Stelian, recipient of the  compensation payments  for the  overvalued land, is investigated under judicial control. George Stelian, investigators say would have  shared with three other businessmen  the 61 million – the damages received for the overstated land.

Stelian, aka Stelu, is known for many real estate business deals. Elena Udrea allegedly bought from him  in 2006, a land plot in the Bucharest Floreasca area, to build an apartment building. However, Udrea also purchased a land plot on Lake Griviţa, also  for a real estate project, after making a loan of 3.3 million with the  BRD. Since the  project was not successful, she  sold the land and the credit to  Alexander Faur, Stelian’s  business partner.



He was member of the Central Compensation Committee  within ANRP, which in March 2011 approved compensation payments for  business man Stelian Gheorghe amounting to  377,282,300 lei, representing compensation for 13.0535 ha of land located in Bucharest Plumbuita area, although in reality, that land was worth much less. 

In the same case file Crinuţa Dumitrean former head of ANRP has also  been placed  in custody.
