The idea of lowering the VAT on food product down to 9% has been promoted for the first time in 2005, by the founder of the Conservative Party, prof. Dan Voiculescu. A year later, he submitted to Parliament a bill which provided the reduction of VAT on basic foods.
The document was passed by the Senate but it was not endorsed by the Chamber of Deouties. For 9 years, Voiculescu has incessantly supported the lowering of VAT on food products.

The VAT reduction for food products is an achievement that Dan Voiculescu congratulates the prime minister for. Since 2005, the president founder of the Conservative Party has been asking the governments for this measure.  

"I am convinced that reducing the VAT rate on food products is in the benefit of Romanians and especially for those who carefully weigh their everyday basket of products. The measure will lead to increased consumption and lead to stimulating production and the economic revitalization process in a sector as important as the food industry, " Dan Voiculescu writes on his blog.

Dan Voiculescu was the one who rose the topic for the first time in 2005 with the representatives of the food industry about the reduction of the VAT on food products. 

In 2006, the president founder of the Conservative Party submitted to Parliament a bill which provided for the reduction of VAT on basic foods to stimulate consumption, but also to significantly reduce tax evasion in the food industry. The law was not passed by the Chamber of Deputies, although the Senate had given it a positive opinion.
And, after the reduction of VAT on bread, Dan Voiculescu insisted that the government should reduce the tax on the other food products as well. In an attempt to convince governments of the need to reduce the VAT rate on food, on January 20, 2015, Dan Voiculescu has written to Prime Minister Victor Ponta.
