UDMR: The  Székely Land  will be led by a president. The bill on  Hungarians territorial autonomy

The Székely Land would have its own president to rule over Harghita, Covasna and Mures. The President would be directly elected by the citizens of the three counties and have greater powers than the heads of county councils.

These are provisions from the bill on autonomy drafted by the UDMR.

According to sources inside the UDMR, the draft provides that the presidents of county councils positions should not disappear, but the Székely Land would have its own budget and less close collaboration with the government in Bucharest since it aims to be self-managed.

The text is 90% taken from the autonomy bill authorizing the autonomy in South Tyrol, in Italy, an autonomous region which appears to be a successful model at least in economic terms. 

Therefore, the UDMR is trying to implement this project in Romania targeting to protect the language and the Hungarian minority in the Székely Land.

The UDMR say that for this project to succeed and to overcome the opposition from Bucharest, it does not aim to bring about many changes as opposed to decentralization and regionalization project proposed by the USL, a project which won elections in 2012.

The difference from the USL project, a big one, concerns the grouping of the three counties - Harghita, Covasna, Mures - where the population is mainly Hungarian and would mean that it is practically an ethnic regionalism, something that Bucharest administration has never agreed to.

For the Szeckel y Land to formally arise, an amendment of the Constitution is needed. 

The UDMR President Kelemen Hunor, announced yesterday that the bill drafted this summer is already completed.
