President  Traian Băsescu  has held a press conference  at 18.30 hours,  at the Presidential Palace

„Honestly, I have no intention to  be in business, but I have warned the USL leaders that I will react if they  turned me into a campaigning topic  ”

 „The gentlemen  from  the USL, claim loud and clear that the president should be neutral, but they use the president in their  propaganda campaign”.

 „The first statement  in the candidates messages to be conveyed and which is  already being transmitted by Victor Ponta: Europe requests  Traian Băsescu to respect the elections outcome. I am confessing to you that it is a big lie. So far, nobody requested me anything. Maybe the EU countries  leaders call   Crin Antonescu and  Victor Ponta. Nobody has told me that.”

 „For over  six months, these  people are lying that they want cohabitation, but they write in black and white, to all their organizations, and to all their leaders, that the December 9 elections mean the continuation of the battle against  Traian Băsescu.  There’s a lie that this time is being dismantled in writing  and Victor Ponta, who keeps stating that he wants to cohabit with the president, does nothing except confirm him the quality of a man who lies.  Some say: he is lying through his teeth.

Subsequent to the suspension, it was not me who has received  a 11 items list requiring me to observe the rule of law, but Victor Ponta did .

 „How could I embezzle the elections outcome? I have not assigned anybody to steal votes, and those suspected of having stolen 1,5 to 2 million votes in the referendum are those from the USL. Those currently under investigations are the  ballots commissions presidents, the  presidents of the polling stations belonging to USL, not on my behalf. Those who were caught with forged signatures lists in the polling stations and  ballots  entered without the people having even been at the  polling station, are those from the USL, not me.”

 „Regardless of how nice a candidate addresses them, regardless whether he is from the USL or ARD, if they know from the local media or the TV that he is being prosecuted, I ask people not to vote them”.

I would love for the Romanians to show the Europeans that they do not tolerate  lies and the corruption allegations. I ask them not to vote a candidate whom they know as having a criminal record. If they are in doubt, this campaigning week they can ask him, or they can inquire at the state institutions. It would be an extraordinary message for the Romanians not to tolerate corruption and Romanians do not necessary equal the political class. The wisdom of Romanians going to vote is above the  limited wisdom that the members of the Parliament have  shown in relation to corruption files.

I will be extremely demanding regarding those with a criminal record. Let no one imagine that a minister being criminally prosecuted, be him one whose already been through Parliament, will have the opportunity to take his oath before me.

The gentlemen from the USL suggest that the future premier elected by vote could be rejected by Traian Băsescu, but people need to know that parliamentary elections are to elect parliament members not the prime minster.

Any Romanian citizen can be a prime minister who  meets certain requirements both political and of educational.

The constitutional prerogative to assign the prime minister belongs with the President of Romania, taking into account  that prime minister’s capacity to form a majority in Parliament and taking into account the national interest.

I’ll tell Mr. Ponta and Mr. Antonescu why the European leaders are worried. They are worried because of the permanent attacks on Justice. They are discontent because of the attacks towards the independent institutions, like CNA, ANI. They are concerned by the decisional alteration of the rule of law. They are concerned because of the emergency ordinances used reduce the institutions tasks, like for instance with the CNA. They are worried because two ministers, Borbely  and  Dobre cannot be investigated by prosecutors because the parliamentary majority refused  to have their immunity lifted. The European leaders are concerned that three ministers declared incompatible by ANI are  being kept in the Government. The European leaders are  concerned by the intellectual property theft, by  the plagiarism which is being  practiced at Government level.

I will designate a prime minister who will have to pass, by a majority vote through Parliament.  Which will provide legitimacy, regardless of whom is voting. The parliament majorities are  not made at Cotrocei, nor at the Victoria Palace, nor in the office of the Senate’s president. The parliamentary majority are  made in the Parliament.

Who believes the words of such political leaders who are campaigning  for the elections on the president’s account.

Why are you  involving in this campaign a president who is not candidate for the elections?

I’d be glad  if instead of lies the USL and the ARD candidates would state how they plan to strengthen the state’s institutions, how the CVM report is going to look, how they would solve the Schengen issue, how you create jobs.

I have seen that the two political leaders  are sharing out  offices. They should not sell the bearskin before the bear is caught

The things you will read  in Law no. 14/2003 are joined by the provisions of art. 103 and you can identify how the consultation will be held legally. Because I’m convinced that  you  are not well acquainted with law14/2003, I promise you a press conference so that we can all acknowledge , some and the others, the damaging effects of the USL propaganda  related to how the entire USL will come to Cotroceni, state a name and leave. That’s not going to happen.  They will have to comply with the Constitution and the parties law, with the definitions within them as they are.

It is my intention to observe the Constitution and the law. Because failing  to  comply with it leads to very serious  distortions of the constitutional  consultations proceeding that result in designating a prime minister. Consequently, the things  are not up to the president. The president must give consultations a chance and not obstruct them.

I will run consultations, I will comply with the Constitution and above all will be careful to designate a prime minister who can obtain the majority vote in Parliament. To me the objective is to designate  prime minister who can make up a Cabinet and a parliamentary majority, because I am just exploring, the political responsibility to pass the Cabinet through the Parliament resides with the designated prime minister.

I can certainly tell you that whatever pressure they would make, I will not abdicate from the Constitution and the country’s laws. That’s what they must understand that I will not settle against my better judgment, not for one moment for the sake of having it smooth and making a deal  and abdicate from the constitutional duties and the responsibility  to observe  the word and the spirit of the Constitution.
