The World Bank approved on Friday a loan of 338.8 million dollars for Romania to improve the access, quality and efficiency of public health services, according to a press released by the international financial institution, Mediafax reports.

The loan has a repaying period of 18 years and the project focuses on four components, according to information available on the World Bank website. 

The first of these, the rationalization of the hospital network by strengthening major hospitals, which will become the main structure of the hospital network

The second component is the improvement in outpatient care and will have two subcomponents, namely the development of a  secondary specialized services network and reducing hospital admissions, namely the development of primary health care services at the community level by developing multifunctional health centers. 

The third component is to support the health sector governance and closing the gap between policy and practice and increase the capacity and quality of care.

The fourth component aims to support project management, monitoring, evaluation and reporting, the provision of goods, consulting services and also training and auditing.

Elisabetta Capannelli, WB country manager, said Thursday in an interview with Bloomberg, that the institution will approve Friday a loan of 250 million euros for health care reform in Romania and that she expected this year  the Government to access a 300 million euros funding  remaining from another loan. 

The international financial institution is working with the government on a new strategy for 2014-20-17 partnership with Romania, which could include 1 billion euros funding per year, Capannelli showed. 

 Romania will access probably another 300 million euros from the World Bank this year from a loan of 1 billion euros agreed last year to cover the budget deficit. Romania used 700 million from the  loan provided by the financial institution. 

Romania withdrew in October the amount of EUR 700 million from the  EUR 1 billion loan contracted from the World Bank for strengthening the macroeconomic framework and reform several sectors. 

The Health Sector Reform Project provides improved quality and efficiency of the health system strengthening prevention and health promotion, more effective delivery of health services, development of secondary specialized outpatient services and promotion of clinical trails for the most common non-communicable diseases.

The World Bank funded project objectives should be achieved within six years.
