In an address to Parliament, Prime Minister Dacian Cioloş announced that budget revenues will be 10 billion lei lower in 2016, whereas expenditures will be 9 billion lei higher. Healthcare, Education, Transports, Research and Defence are the new Premier's priority sectors. "We had some constraints, but we focused on finding solutions not excuses," the Prime Minister told a joint session of Parliament. 

 
The draft 2016 budget includes all the legislative initiatives adopted so far, although the impact of pay rises and fiscal relaxation measures is not to be overlooked, the Prime Minister told the MPs meeting in a joint session of Parliament.
 
The Prime Minister said that only a higher deficit made this budget possible.
 
The Cioloş Cabinet are not going to start any projects they cannot complete. To enhance public spending transparency, the government will make all its procurement contracts public. Healthcare, Education, Research, Defense and Transports will be paid special attention next year.
 
The Prime Minister has also set as main goal a good governance meant to bring about a sustainable economic development on the medium and long run.
