Even the lowest house temperatures are expensive in the capital city! Bucharesters have to pay huge heating bills although they are shivering in their apartments.
Radu Opaina, the chairman of the Romanian Association of Building Owners, says that the people who endured the cold in their flats over the past few days should not foot the bill for the period when they were deprived of both central heating and warm water.
