The Romanian Parliament decides today on President Basescu’s referendum proposal regarding the unicameral parliament
The Parliament decides today on President Traian Basescu’s  demand to initiate  a referendum on the  unicameral parliament after  the joint legal committees of the Senate and Chamber of Deputies endorsed the project.

The President wants the  referendum on  the unicameral parliament with  300 MPs  be  held at least one week prior to the one on the  revision of the Constitution.

Traian Basescu said that the referendum would  be triggered only after the  Parliament  had  adopted the text for the revision of the fundamental law of the state.

On June 11, the president said he initiated the procedure for a new referendum on the unicameral parliament with a maximum of 300 MPs,  adding that he would issue a decree depending on how the Parliament will respect the will of the people expressed in 2009.

The same day, the President sent the chairmen of the Senate and of the  Chamber of Deputies a letter   informing them  about the initiation of a referendum regarding the transition to a unicameral Parliament  and the reduction of the overall number of  MPs to a maximum of 300.

The Parliament's view on the referendum initiated by the President is to  be expressed by a resolution adopted in the joint sitting of both Houses by a majority of deputies and senators, not later than 20 days after the President’s request .

If the  Parliament fails to convey a  point of view within 20 days, the President issues  the decree on the referendum upon the expiry of the mentioned period, the constitutional procedure of consulting  the Parliament being  considered  fulfilled.

Limiting the number of MPs to 300 involves amending the Law on the Chamber of Deputies and the Senate, while the establishment of a unicameral Parliament involves amending the Constitution.
