The highways built in Romania are three times more expensive than in neighboring countries, according to a report by the Competition Council. In most cases, the price increases with the number of additional contracts, which can double the initial value of the works.

ROMANIA does not even have a quarter of the number of kilometers of highway which the communists had planned in the 60s. Ceausescu wanted to build 3,200 km of highways. Until the Revolution he managed to complete only 113 kilometers.

The plans aimed to built the same highway corridors whose construction is being financed by the EU today. Meaning the whole corridor IV from Nădlac to Constanta. In addition, a highway crossing through the south from Vama Veche to Timişoara was also envisaged.

Some 40 years later since the time Ceausescu drew up the highway constructions map, Romania has hardly reached 500 km of highway built.

Too little, too expensive. An investigation conducted by the Competition Council reveals that highways in our country are three times more expensive than in the neighboring countries.

For instance, in the lowland area of Romania, prices ranged between 2.68 and 11.61 million Euros. In Bulgaria, the costs have not exceeded 2.8 million Euros. Here's what people from the Competition Council say about these prices.

"Prices tend to be higher. Reported price per meter is higher than in neighboring countries. We see some price variations: relatively similar works, with the same standards, which raises the question whether these differences are really justified."

Also, many addenda to the contracts are endorsed which highly raise the initial value of the projects. Thus, in the period June 2010 to June 2011, for 96 contracts of constructions works, a number of 203 addenda have been completed, of which 23 were modified in terms of the value of contracts. For 8 contracts, the baseline amount was raised by almost 50%.

Moreover, we are top leaders in postponements and delays. The accepted deadlines tend to registered up to one year delays. Unlike other states, where the delays have never exceeded nine months.
