According to the document, the ELT transmission system in case of impact, on board the aircraft did work, but the data sent to the transmitter, via satellite, had to be decrypted by the International Center in Moscow to which ROMATSA is affiliated.

Moscow Center experts were contacted by phone and e-mail to provide the location data on the crashed aircraft, but they allegedly did not reply.
According to sources in the Ministry of Transport, in other cases, even by accidental ELT set off, the Moscow Center called ROMATSA to give them the coordinates transmitted by satellite.
