Head of  Population Records Bureau, questor Constantin Manoloiu, has been officially prosecuted, the police officer being charged with abuse in office against public interests.

Questor Manoloiu, head of the Populations Records Bureau, was subpoenaed Monday at the Office of the High Court of Cassation and Justice to be heard in the case regarding the documents sent to the Constitutional Court for clearing the referendum. The info contained in the documents sent to the CCR was contradictory.

Superintendent Manoloiu is suspected of conceiling legal directives related to his duties when he communicated the number of voters registered on the permanent electoral lists for the national referendum, being aware and ignoring that in doing so he would break the law, judicial sources said.

The Bureau for Personal Records and Database Administration, part of the Ministry of Interior, informed the Constitutional Court, through Chief Superintendent Constantine Manoloiu (subordinated to Interior Minister Ioan Russian), by a signed official document dated August 1st that the permanent electoral lists used in the referendum contained a total of 18,292,514 people names.

The next day, Manoloiu sent a second address, which makes a statement that confirms the irregularities in the database with Romanian citizens dead or abroad, noting that the data can ultimately affect the total number of citizens eligible to vote on the permanent electoral lists. Also, he mentioned that he can not vouch for the provided number of people on the permanent electoral lists, this task falling
exclusively under the attributions of the Permanent Electoral Authority.

Also, on July 27, 2012, the Bureau for Personal Records and Database Administration within the Ministry of Interior announced
Central Electoral Bureau (CEB) that in the copies of the permanent electoral lists are 18,292,514 registered voters, but on July 10, 2012 the same institution sent CEB a  number of  18,308,612 citizens eligible to vote, of which 15,714,403 voters possessed identity cards.
