Dan Şova: The Bechtel contract will disappear, either by mutual consent or by termination
According to Minister Dan Sova the National Company of Highways  and Roads in Romania is negotiating with the Americans from  Bechtel the termination of the contract whose object is the Transilvania highway. ,, The contract with Bechtel will still  disappear, either by mutual consent or by termination " the minister said in an interview quoted by pesurse.ro

“We  are conducting negotiations with Bechtel until April 30. Up to this deadline, each party has to draft its options for the available means to cease this contract’s enforcement.  We will present the Government of Romania all these drafts, who will make a decision. The Bechtel contract will still disappear, either by mutual consent or by termination thereof”, Sova added.

Initially, the highway had to be ready by  2012. The 415 km of the future highway road between Brasov and Bors were divided into eight sections. Works began in 2004, when  the Americans from  Bechtel worked simultaneously at two road sections – Campia  Turzii-Gilău and Suplacu de  Barcau-Bors. Five years later, in December 2009, the first 42 kilometers of highway were ready, and in  November 2010, the last 10 km of the section between Campia  Turzii  and Gilău were ready to use.

In 2011, the Minister of Transports at the  time, Anca Boagiu, announced the termination of the contract with Bechtel for almost 300 kilometers of  the Transylvania highway, the  stretch of road where the American company had not even started works. Basically, the Americans should  have to deliver the  118 km which they had  began on the sections  from  Campia Turzii - Gilău and Suplacu the Barcău - Bors.

Therefore, in 2011, the first decision to terminate the contract would bring savings to the state budget of 6 billion Euros. With a standard cost of 6.9 million Euros per kilometer, if the highway had been  completed by Bechtel, the total amount would  have exceeded 9.9 billion Euros compared to the  3.8 billion, the cost  estimated  for the final works by the ministry of transports.

Currently, the only section that theoretically is  still being worked on by the  American company Bechtel is Suplacu de  Barcau-Bors. Locals say that since  the spring of 2011, the pace of work has slowed noticeably.

If the minister Dan Sova manages to terminate the contract with the Americans, after April 30, this section of highway  will have to be guarded. Subsequently, CNADNR will need to complete two tenders for  the selection of specialized companies to  take over the   construction works.
