Flaminia ship under German flag, partially destroyed in a fire last year, has got 23,000 tonnes of waste on board and 14,000 tons of them have been declared "illegal importation" by the Romanian authorities, which means that the German state must take them back, Mediafax reports..

The representatives of the company that operates the Flaminia, received Tuesday the approval for the management of 9,000 tons of waste currently on board the ship, but the Romanian authorities have denied waste management approval for other 14,000 tons of waste which they have declared "illegal importation" the President of the National Environmental Protection Agency (NEPA), Mihail Fâcă said while in Pahova to attend the inauguration of an energy production unit on biogas.

Mihail Fâcă  said that the 14,000 tons of waste declared "illegal import" will have to be taken over by the German state.

Asked what were the contents of the waste that the Romanian authorities had declared illegal imports, NEPA president said that the 14,000 tons of waste are packed in containers containing altered food, soft drink cans, furniture, textiles, shoes.

"There are some containers that we do not know what they are containing, but of the same sort, meaning that there is no container of hazardous or explosive substances, nor any of the like. Such a thing does not exist," Mihail Fâcă added.

The head of NEPA added that out of the 9,000 tons of waste for which the Romanian authorities had given their approval to be managed in Romania, 8,000 tons are iron and a thousand tonnes are sludge, a product that will be used by cement plants in Romania.

‘It is in their very interest (of the cement plants),because it foster very good fuel properties’, Fâcă said.

Also, when asked about the quantity of wastewater on Flaminia , the agency’s head did not specify the actual amount, but said that the water can be treated in "absolutely any treatment plant in the country that has an environmental permit and certification".

 "That water is water resulted from the technological process, ie they take the iron out of the ship, they put it in a sealed tank, to wash it for decontamination. The water resulted after the washing is run through a mobile treatment plant of the operator respectively until it meets NTP 02 requirements which means it reaches the level of the municipal sewage water, that is water than can go through a treatment plant, "he explained.   
    
He also said he could not mention where the water will be treated, this being "a contractual binding between the operator requiring purification and the treatment plant" and that the Romanian authorities will check with the Environmental Guard to see if that treatment plant complies with all the requirements imposed by law.

Container ship MSC Flaminia, under German flag, docked in May, in Constanta harbour, pending approval from the Romanian authorities for hazardous waste to be decontaminated and the ship repaired at Maval Daewoo Mangalia shipyard after it had taken fire while cruising the Atlantic in 2012.
