
The two are accused of forgery. The damage incurred amounts to over EUR 1 million.
According to the prosecutors, the two former ministers have bought licenses without legal grounds. These Windows licenses had to be rented, instead they were purchased.
In order to make it look as if it were legal, the two ministers have signed a joint note regarding the purchase of an education soft used by the Ministry of Education in schools.
The joint note mentions that the authorization issued by the government also covered the licenses purchase. Basically, they have extended the authorization given by the Government.
The conclusion reached by the PM’s Control Body following the checks carried out at the Ministry for Information Society and at the Ministry of Education in connection with the rental of educational licenses reads:
"On November 30, 2009 the right to use the software for the schools under the Ministry of Education, led in that period by Minister Daniel Petru Funeriu ceased. Consequently, starting on December 1, 2009, the Microsoft Software products have been used in the educational institutions without having a legal or contractual grounds " the exerpt of the audit report published on the website of the Executive reads.
"The person responsible for signing the product supply contract no. 108/17.08.2011, without the approval through a regulating act for engaging credit to purchase the right to use the educational licenses is the Minister of Communications and Information Society, in his full capacity Mr. Valerian Vreme, " the prime minister control body said.
